Rehabilitation plans for flood victims

 

 

Disasters can be categorized into an acute and chronic phase, while survival is the main goal in acute phase, chronic phase requires long term management and maintenance plans. Devastating flood of 2022 in Pakistan has entered its chronic phase, now is the time we need to go up a step on the ladder and provide long term support for the victims that is beyond the basic everyday items. Alkhidmat foundation is striving since the beginning of the floods and we will continue to do so in this phase also. The flood victims needs us now more than ever, they need be moved from temporary shelters to permanent residential homes. For this purpose, Alkhidmat foundation is starting the rehabilitation efforts, starting with construction of houses, mosque and schools. We understand the importance of rehabilitation after a disaster, be it physical or mental need. We need your help and support in this first phase of our rehabilitation efforts. Donate generously and volunteer to make a difference in the lives of these victims. Below we have outlined our plan.

 

Relief programs are under way in flood-affected areas. Along with the relief programs, rehabilitation work has also been planned. After the advisory meeting of the Task Force under the guidance of the Alkhidmat Supervisory Committee, five billion rupees have been allocated for this work. The rehabilitation work will be done in the flood-affected provinces of Balochistan, Sindh, Khyber Pakhtunkhwa and South Punjab. The restoration work will be done in the following order.

 

Relief programs are under way in flood-affected areas. Along with the relief programs, rehabilitation work has also been planned. After the advisory meeting of the Task Force under the guidance of the Alkhidmat Supervisory Committee, five billion rupees have been allocated for this work. The rehabilitation work will be done in the flood-affected provinces of Balochistan, Sindh, Khyber Pakhtunkhwa and South Punjab. The restoration work will be done in the following order.

 

 

1. Assistance in construction of Houses:

 

For the rehabilitation of houses that were completely or partially affected by the floods, up to one lakh (100,000) rupees per household will be provided to the affected families to assist them with purchase of construction materials (GI sheets, iron T-girders, blocks, bricks etc.) A plan has been made to support the construction of ten thousand (10,000) houses in the flood-affected areas.

 

 

2. Restoration work of Mosques:

 

Restoration of mosques that are completely or partially affected due to floods will be done. Up to ten lakh (1,000,000) rupees will be spent on the construction, repair, and restoration of one mosque. A plan has been made for the restoration of two hundred (200) mosques in flood-affected areas, which will cost twenty crore (200,000,000) rupees.

 

 

3. Rehabilitation work of Madrasas:

 

 Financial assistance will be given to Madrasas that are partially or fully affected by floods. For the needs of these Madrasas, up to five lakh (500,000) rupees will be provided per Madrasa. A plan has been made for the rehabilitation of two hundred (200) schools in the flood-affected areas, which will cost ten crore (100,000,000) rupees.

 

 

4. Rehabilitation of Volunteers in Affected Areas:

 

A special fund has been allocated for the rehabilitation of volunteer workers in flood-affected areas. The concerned organization will prepare lists of eligible volunteers and they can be given financial assistance up to one lakh (100,000) rupees per person. Financial assistance of Rs.150, 000,000 is planned to be provided to about 1,500 volunteer workers in flood-affected areas.

 

 

5. Rehabilitation of Schools:

 

Rehabilitation of schools that are partially or completely affected due to flooding will be done. Up to five lakh (500,000) rupees per school will be provided for the needs of these schools. A plan has been made for rehabilitation of 100 schools in flood affected areas which will cost five crore (50,000,000) rupees.

 

 

6. Provision of Seeds and Fertilizers to Small Farmers:

 

The small farmers who have cultivated land up to 5-acres will be provided Fifty Thousand Rupees (63,000) per farmer for the supply of seeds and fertilizers. This package includes seeds, fertilizers and pesticides. The assistance of Sayban group of companies and other such organizations will be taken for the implementation of this work. It is planned that this package is provided to five thousand (5,000) farmers in flood-affected areas, which will cost twenty-five crore (250,000,000) rupees.

 

 

7. Support For Orphans:

 

The orphans in the flood-affected areas will be included in the Alkhidmat Orphan Care Program. It is expected that three thousand (3,000) orphans between the ages of five and ten in these areas will be included in the Orphan Care Program and an amount of one crore sixty-two lakh (162,000,000) rupees will be spent for one year.

 

 

8. Clean Water Supply Projects:

 

Various projects including water filtration plants, community water pumps and other projects will be completed to provide clean drinking water to the people in the flood-affected areas. Twenty-five crore (250,000,000) rupees have been allocated for these projects.

 

 

9. Establishment of Disaster Response Centres:

 

Alkhidmat Foundation has established Disaster Response Centers at many locations across the country. The current situation requires that these Response Centers be equipped with necessary equipment and their number should also be increased. The establishment of one Disaster Response Center will cost up to two lakh (2,000,000) rupees. It is planned to establish 15 disaster response centers in the flood affected areas which will cost three crore (30,000,000) rupees.

 

 

10. Improvement and Enhancement of Ambulance Services:

 

Health care will be a constant need in the flood-affected areas. In this regard, ambulance vehicles will be provided to the affected districts. These ambulance vehicles will also be used as mobile medical vans when needed. The purchase of forty ambulance vehicles for the flood-affected areas, is planned which will cost twenty-four crore (240,000,000) rupees.

 

 

11. Improvement in Existing Health Units (Diagnostic Lab, Hospitals, etc.)

 

Provision of basic medical facilities is very important in any disaster affected area. Alkhidmat Foundation already has some health units in the affected areas providing basic medical facilities to the people. These Alkhidmat health units need to be upgraded. Upgrading of 15 existing Alkhidmat health units in flood-affected areas is planned at a cost of Rs.187, 500,000.
